Harnessing the expertise of our people, the division drives excellence in commercial and property management while providing technical and engineering capabilities to deliver more integrated and reliable passenger journeys.

The Division works with industry partners to deliver a dynamic project pipeline while supporting the priorities of the NSW Government including housing, local manufacturing and procurement objectives.

Neil is Principal Domain Lead at Transurban, for ITS and Operational Technology on WestConnex. With over 20 years of international experience in infrastructure, maintenance, and technology, Neil has led national businesses and delivered large-scale projects that drive operational transformation and sustainable growth. In his current role, Neil oversees both tolling systems and OMCS, ensuring reliability, safety, and innovation. He brings extensive experience in ITS strategy and integrating technology solutions to improve performance and customer experience.


Neil is passionate about leveraging technology to enhance journeys and strengthen resilience, cybersecurity, and collaboration across the transport ecosystem. Jeff Dusting is the partner of the CBS Group Technical Advisory team at CBS Group with over two decades of experience advising on the strategic development and commercial delivery of major transport infrastructure projects across Australia. Specialising in transport pricing, tolling strategy, and asset management, Jeff has played a pivotal role in shaping the commercial frameworks for some of Sydney’s most complex road and tunnel projects.


Most recently, Jeff has been instrumental in guiding the strategic direction of the NSW Motorways Tolling Strategy and providing senior advisory for the innovative procurement of the Western Harbour Tunnel's Tolling-as-a-Service model. His expertise lies in bridging the gap between transport policy, operational reality, and commercial innovation, helping clients navigate the complexities of market-led proposals and performance-based contracts. Jeff’s work focuses on developing future-proofed, commercially sustainable solutions that deliver value for both government and the public. He is a key advisor to Transport for NSW on matters relating to collaborative contracting, major project governance, and the transition to next-generation road user charging systems.

Emma Huang

ITS Engineer | Transuran

Emma Huang is an experienced Intelligent Transport Systems (ITS) and Electrical Engineer with a strong background in infrastructure design and multidisciplinary coordination. She has contributed to major transport projects across Australia, including motorway upgrades, airport developments, and metro systems.

With over nine years of industry experience at leading firms such as Transurban, ARUP, and SMEC, Emma has played key roles in projects like the M7M12 Integration, Eastern Distributor upgrades, Western Sydney Airport, Brisbane Metro, M6 stage 1 and Kwinana Freeway. Her expertise spans design development, site supervision, contractor management, and system testing, ensuring efficient and compliant project delivery.

Emma holds a Master of Engineering Management and an MBA from the University of Technology Sydney, complemented by a Bachelor of Engineering in Industrial Engineering Management and a Diploma in Optical Electrical Engineering. She is passionate about innovation, precision, and continuous learning, thriving in collaborative environments to deliver impactful transport solutions.

Senior Engineer | NTRO

Dr Ronny Kutadinata specialises in mathematical modelling of physical systems for optimisation, control and automation. He is an experienced transport researcher with a strong track record in delivering evidence-based analysis and strategic insights across the Intelligent Transportation Systems (ITS) domain. He has worked on a diverse portfolio of projects for government agencies and industry bodies, applying rigorous methodologies to collect evidence to inform policy development and operational improvements. His project experience spans technology trials, system reviews, and modelling.


Ronny combines technical understanding with a clear understanding of stakeholder needs, producing work that is analytically rigorous while still having practical relevant. Ronny is adept at translating complex data into actionable recommendations and has contributed to national research efforts, including Austroads publications. Additionally, he has had many of his technical reports and academic publications published in various world-leading journals and conferences.

Tim brings 18 years of expertise in traffic engineering, transport planning, transport modelling, project management, and, more recently, system design. He has led and advised on a wide range of projects spanning strategic, mesoscopic, and microsimulation modelling, as well as the design and deployment of Aimsun Live. Since joining Aimsun’s Professional Services team in 2013, Tim has directed complex project-based and framework-based models, managed diverse stakeholders, and ensured delivery of high-quality outcomes. His approach combines technical insight with strong project governance and consideration to provide well-rounded solutions and critical input to project teams. Beyond delivery, Tim has championed innovative solutions that enhance Aimsun’s offering and drive more effective outcomes for both Aimsun users and the broader transport industry.
